In theory, a single person can try to pay their way onto a wide variety of transport or cargo ships for the purposes of transportation. Also depends on how well connected the person is.
Now TBF, anyone able to leave a planet is already mid level well off (most people are kinda stuck unless Guard/Navy recruits them and even then, it isn’t voluntary as is implied).
Only really high ranking people (Inquisitors/Rogue Traders) will really have their own ship to travel anywhere
Anyone beyond those two will have to rely on commercial (or smuggling) means for off planet transportation, if they are not Navy/Guard.
Arbites also have their own ships, but probably restricted to Arbites personnel use as well.

there are tiers to space travel in 40k
tier 1 is a warp craft with a very good navigator, they can cross the galaxy in days or weeks, the better the
navigator the more direct the route
tier 2 is a warp craft navigated by an experienced crew using cogitators and charts. the warp is an ever roiling sea of change but it does have permanent landmarks that can be used, such as areas that are calmer and make ideal safe travel routes
usually the ship will exit the warp routinely to check position. there is always risk of being lost in space and time.
tier 3 (most affordable and available) is interstellar craft not using the warp which can take decades to travel between even very close star systems
tier 4 would be interplanetary craft which use the same way of getting around space as any other space ship they just have no interstellar capability.
so to barter transit you need availability and means, I do think its reasonable a wealthy middle class person could buy space on any class of ship but its risky and its the imperium and you could always get robbed/stranded/press ganged along the way
obviously a merchant who sells his business to afford passage to another star isn't going to be transiting on a military vessel, but there are civilian equivalents
