Now take Grey Knights, make them all women only, replace power armour with Steampunk mechs, and replace Emps worship with Theatre acts.
That is Sakura Wars in a nutshell.
And yes, in lore, the tech behind the steampunk mechs involve magic which can only be channeled by women.
