Even Inquisitors that try their best will always fall to darker and darker impulses as that is what their job requires of them until it reaches horrific levels and they basically become just gestapo on crack
I think a very short hand way of describing the Imperium is that it is still living with Horus Heresy PTSD 10,000 years later on.
In all honesty, given how the Horus Heresy has transpired, if you take the 40k mindset and apply it to that civil war, it does make sense back then.

no, you are dismissing the socio-religious mania that the Emperor produces that binds the Imperium together, along with the mutual economic interests of all its major organisations and ministries and ruling nobility. the majority of the oppressed masses are kept sedated through religious fervour, allowing the rich elite to continuously exploit them for resources and wage a forever war over territory, resources, expansion and defense. it's not just "it exists because it must exist for the plot", it is as deep as I say it is.

It depends. BL writers dont get a lot of freedom unless they have been writing for warhammer for a long time.

In fact the game is based on the books, but yes, Koronus expanse is doubly great. Rogue Trader areas are even less beholden to Imperial orthodoxy because of the nature of being an insecure frontier

Rogue Trader frontier areas pretty much allow you to draw on all the lovelier parts/aesthetics of 40k whilst ignoring the stupid parts of it.
it helps that Inquisitors and Rogue Traders tend to also be the most "free" parts of Imperial societies to a point lol
whenever people ask who can an Inquisitor or Trader involve in their retinue i always tell em they are entirely made to be a DnD team so literally "anyone" lol
Almost like they’re designed to give you free rein to live the power fantasy/escapism
