yes terminal velocity is a bit more complicated but the way it's phrased made it seem like the ratling was falling faster simply because of his mass and his air resistance.
the situation he was in is that he was attacked by a space marine while he was sniping on a high building and he decided to jump to his death instead of being killed by a heretic. He didn't realize that the space marine jumped after him to grab him. the space marine caught up to him because he's heavier and thus falls faster.
This scenario just doesn't work. you can't reach terminal velocity that close to the ground and simply saying that "heavier things fall faster" is a pretty common misconception by people who forget their highschool physics
