As a community, interest in lore has grown recently. This is one of the better years to be a 40k fan. They are now incentivized to pursue narrative now, where as before they mostly pursued figurines and so on, not to say those arent still the major sellers. But lore interest is building and gw or any company for that matter would be ignorant to ignore such. Catering to a fan base... is literally the only way games survive long term. Nobody buys a game from a stuck up publisher to up their own ass to fix mistakes

Just like, a slice of life thing where we get to see him for who he really is in all his facets, and he's not just the imposing emperor nobody knows anything about. It doesn't have to answer his origin, but like... idk. Maybe a series on his life in the 21st century. Or an anthology of multiple ages of Mankind and his life in them. How he grew to think like he did. And maybe make the plans he has. I know a lot of people would rather leave the emperor a blank canvas with no answers, but I feel like this would be a happy middle ground. Not giving us anything too important, like how he was made or when, or anything to do with the story in 40k, but It would still give us insight to his character as a being.
