You have to be of the Cult Mechanicus faith to be a tech priest I assume. Would need to double check. So being raised on a forge world is basically the most likely way of doing that. I don't imagine admech/tech priests bring their families abroad.

Ya some kind of admech temple/factory might be a place to find cult of the machine faith and maybe make the right connection to be a tech adept and maybe even tech priest, but that seems like very slim chances. This is my personal speculation
