The blunt truth is that the main fanbase of 40k are people that like the Imperium, mainly space marines or guardsmen, no studio ever is brave enough to try something different because this is the most safest bet that drives up the most profit.
It sucks but it is how it is, its the same logic that applies to miniatures and the books that Gamesworkshop produces as well.
