Tau mostly reside at the opposite side of the galaxy so very unlikely, but never impossible I guess
Tau are geographically super limited compared to every other faction
Their warp drives are super slow and their empire is recent
There's a line about the oubliette lockup being full of tau pulse rifles
or rather they don't have warp drives, some other type of FTL travel probably, can't recall if they even had FTL

The blunt truth is that the main fanbase of 40k are people that like the Imperium, mainly space marines or guardsmen, no studio ever is brave enough to try something different because this is the most safest bet that drives up the most profit.
