imperium of man = evil, but not everyone in the imperium of man is evil. if there's a hive fleet or a cult force approaching my planet i'd rather pick up a lazgun and join the guard to try and fend them off rather than die in the street
cus at the end of the day, if there were no innocent or good people in the imperium, then the fact that the imperium kills its own people wouldnt be a problem to begin with

But the Imperium actively breeds said servants

cus even the most miserable imperium servant will be worse off under chaos

It's be like if the US government allowed any state to run itself literally any way it wanted as long as they don't worship hellish monstrosities and paid their taxes. As long as the king of Rhode Island paid his taxes, he could rule it any way he pleased.
