Yeah I still think Tzeentch's blessing is the only thing that would ignore the ceiling on that, In the Ahriman books it seems like psychic potential is determined essentially at birth largely by whether or not Tzeentch finds you interesting, (They have a whole section about how all of the Scarab Occlt Terminators never had a chance of escaping the Rubric because they were too robotic and boring for Tzeentch to care about) and it seems a lot like the whole midichlorian force sensitivity thing from star wars
