I always read the Emperor as being really powerful more than anything else, with the longevity and focus to collect massive amounts of knowledge and expertise in various scientific domains, and to devise long-term schemes for humanity's future, but not really smart in that he always makes the right decisions, especially when it comes to engaging with other people like the Primarchs.
