i liked the idea earlier that the commissars just act like enforcers removing any signs of disloyalty from the grunts. It would pretty much be 1:1 the same as a commissar rule wise
They have authority in Battalion , Squad or other unit they connected to

i like the idea of individual soldiers being under contract for 10 or so years at a time with a payout and retirement waiting at the end for them
goes with their mercenary nature and would keep morale high

My 97th Ukrack Regiment originated from fictional Forge World of Ukrack (that why they are Mechanised Regiment)
And they were send to fight Chaos and got encircled 
speaking of, soldiers in the Sellswords would be very unwilling to die and throw their lives away as mercenaries. commisars gotta do a lot of work and risk being fragged constantly

it's a good way to filter out the recruits too. if they're not good fighters they die in combat quickly and if they're not loyal enough they get their head blown off. Removing the bomb collar once experienced means they can freely voice their opinion while you're sure they're loyal to your cause
fodder use a las gun version of the BAR, veterans use a las version of the bren
yea veterans getting a voice is lit, and commisars think twice about executing a vet as the other vets watch out for their kind
with that in mind would a bomb collar even be needed if there were clear indicators in uniform of social heirarchy? its way easier to point and shoot at a disloyal soldier than find their number on the list and trigger that collar
the cool thing about the BAR is it was adopted by so many countries that you'll find a ton of cool looking variant. check out the polish version called the Browning wz. 1928

wouldnt work well in big battles where a commisar finds a random soldier being a coward not within his squad, would just have to use the pistol

the Cybermen have different origins due to them being from 2 paralle timelines

it doesn't even need to willingly invade a planet is the thing. just by being in an underhive and killing its way to a space ship it would be leaving a ton of smaller forms
all those forms would then go on to kill their way to freedom and it goes in a downward spiral after that
then once the officials start noticing the things will see them as a threat and they'll start killing higher echelons of the hive
before you know it an entire hive city is things

boltgun is a straighforward game. if you've played any doom/quake inspired game you'll know exactly what you're in for. It knew it audience and it catered to it
a lot of people weren't satisfied with the gameplay because it wasn't made for them
