2. A theocracy doesn't have to hate the weak, or the foreigners. Or be militaristic. It normally has some tenants that pretend to be altruistic.

From a writing perspective it makes sense that the Tau would be the last gift of the Old Ones.

The first race the Tau encountered was ironically one well suited for interstellar navigation. There are 18 races in the Tau Empire and all of them have niches in Tau Society. It's not like the Old Ones had a fetish for this kind of stuff... OH WAIT they did.
