I think the real issue is the inherent problem with writing novels for a franchise that essentially serves as advertisement though. I'm sure BL authors get contacted all the time and asked to write a book for a faction they barely know about on short notice and it needs to be done before a certain product releases, which means they have to rush to research and draft an entire novel, and they also have insane limitations like "named characters can't die unless we approve it" and other concerns I'm sure BL and GW enforce.
