There are mercenaries, mostly deldar, orks or minor xenos. Human mercs do exist, but they're relatively rare and you mostly see them around rogue traders.
PMCs were mostly an under the radar issue when a lot of 40k stuff was being solidified, and humans are pretty much universally either part of the Imperium, which wouldn't really respond well to a military whose loyalty is for hire, or Chaos, which is uh, Chaos, so.
