Its a result of the Votann databanks, which hold nearly every STC ever created, but the Leagues also encouraged inventing, tweaking existing tech, etc.
The problem isnt human nature, rather, its the existing culture of the empire and its reliance on tech-backwards Mars
And the fact that people in the Imperium who focus on their human nature of invention and progress, are punished and killed because the Tech-priests in charge have long abandoned that part of their brain, like literally cut it out
