then they start adding things out of the wazoo when the codices are released and can't help themselves
and they always can't help adding new special rules from other codices to the new Space Marine books (e.g. Eternal Warrior was an Eldar rule, but then Mat gave them to Marneus Calgar), then they start getting prevalent all over the shop
40k was originally built to have a billion weird things in it, you can't make an edition that isn't cluttered without culling most of the things people want in the game.

one of the biggest early mistakes was the removal of the movement stat in 3rd edition
so to represent different speeds, they had to add a number of special rules to represent something that used to be just a number on the profile (but with more dice rolls instead of just a static value)

The current Detective Comics and Batman comics by Zdarksky and Spurrier are some of the best stuff I have read in a while. Went for a detective noir style batman in both. But yea I tend to agree.
Its almost to the point where the limited series are becoming better than the long running issues. The limited series atleast can tell elseworld stories, or stories focused on one character. (ICYMI Batman Beyond Neo Year is probably my favorite comic of 2022. Highly recommend the limited run)
