yeah in the last days of eternal crusade you could pretty much always get a game of SM vs CSM going, but if you wanted to play eldar or orks you might have to wait a long time

planetside scale would massively magnify that imbalance

so obviously the solution would be to not have any kind of space marine

even on a smaller scale, I was thinking how a basic team shooter based on Necromunda could work, but because of the different factions it would be hard to get games, unless your character was generic and dropped into a different ganger skin when joining and then you lose the unique quirks of the gangs; if you mix and matched teams, then it doesn't keep in flavour.
