No one is ever really considered good, everyone is horrible for something in 40k. At the very least, Vulkan and the Salamanders hold the title of 'The Lesser of MANY EVIL factions" in the universe. The Lamenters, for all the hell they've been through, I consider to be a beacon of hope for the Imperium cause all it would take is a declaration of converting to Chaos, but they have not break.
I would argue that the Orders Hospitaller are far lesser evil than transhumans who's whole purpose is to kill. By that standards of the astartes they are gentler, not by much tho
also he did order a full cleanse of an entire planet of norturne descendants and eldar exodites
arguably the raven guard or some of their descendants are gentler due to their doctrine. Opting for subtlety and precision over bulldozing your way through the enemy

I think the biggest thing with death of hope is they were trying too hard to fight something that really didnt exist. This was around the time of warhammer adventures, those effectively childrens 40k books, and so there was this thought going around that GW was going to basically advertiser/family-friendly warhammer (which they definitely didnt, they just grounded alot of its more extreme concepts). Death of hope was supposed to be rebelling against that and just became mediocrely animated horror porn.

With improved mass teleportation and precision orb bombardment, they’re far more willing yo wipe out civilizations authorized at the ship captain level

Pmuch the only xenos in our galaxy to have made it past the great crusade are the Aeldar. The Necrons weren't around (though they would have undoubtably made it through aswell) and the tau didn't exist yet. The nids were not from our galaxy

I just got finished listening to one of the Cadia audiobooks and there's a LOT of lines in here that if they hadn't known about already, I feel they'd use. Specifically "Cadia Stands!" it's like their moniker, but I've honestly haven't heard it through a single playthrough to level 30
Maybe it's just my voice trigger RNG hating me lol

They're not genetically modified like the golden boys or have artificial organs like the primach simps
yeah they have power armor, but that doesn't explain why naked sister repentia are just as strong
They're not genetically modified per se, but they do use high tech weaponry/armor that augments their battle capability. On top of literal fanatical devotion paired with cybernetics for a constant flow of adrenaline, which even in real world contexts allows for (some) superhuman feats

It doesn't work that way. Being chosen to be a dread is an honor in the eyes of the marines.

from the chapters we have lore on, most of the time it's not a choice thing, its a "we need a walking tank, so your going in the walking tank machine"

They're taught that being put in a dread is for the wise and dedicated marines that want to honorably serve the chapter.
Theres just way too many answers for a definine one.
So it's more likely they'll view it as an honor rather than a punishment.

A big theme with a lot of the life support tech is that if someone is so damaged that they should realistically be dead, they aren't going to be too happy that you're stopping them from being dead

But all 4 Chaos Gods do make use of thralls that are just civies that are whipped into frenzy and then thrown into the battlefield
Like in VT2, the different units are either adapted or even created, though taking a lot of inspiration from the lore
