I don't know much about 40k Eldar so I can't say anything about them but Tau could offer help of course they have there own motives to do so.
In theory yes but Gue'vesa are seen as traitor to the Imperium while they did cooperate at times with the Tau. But I agree it would be easier to create a Tau Gear class than a complete Tau Character.

It's a narrow slice of the 40k universe, but one that's been well made to be an intro point to the Imperium.
40k feels smaller to me than Warhammer fantasy because most media of it depicts just a very narrow view on the universe.

Depending from where the quote got pulled from it made sense at the time, the writer hardly could know what GW does fabricate later.

i know in earlier editions 30k was an actual era of hope
it was brutal, but seems were going up actually. Under the imperium you could thrive
as did most conquerors that thought "ends justify the means"

Kind of but not really, Codices tend to pump up their faction and the Tau lacked supplementary material to really round them out. But even in 3rd Ed there was some implications of the Tau asserting control over their auxiliaries and the like.
