I say its probably just tied to the power level of the weapon. As recoil is caused by energy discharge, something that produces light at the force of a .50 cal might not have mass but probably still produces an energy discharge that causes kinetic force to send the gun up.

Its mostly a system of inefficiency occasionally with hints pragmatism. Fragmented bureaucracy makes it hard to document who is doing the heresy and its usually a case by case basis who gets fucked. Which makes sense. Even the Rejects in Darktide seem to get a lot of punishments that are just wrong place wrong time.
