I think you underestimate the endeavor that it is to launch a new model much less a model line.
First there are people that need to do the concept art and reference art that will then go to a committee so that they can make sure that stylistically it's in keeping with the tone that they want to express through their products.
After the initial concepts are approved we would then be sent to a 3D sculptor. The initial 3D concept would then have to be created and revised multiple times including thoughts about how it will be sliced up injection molding and how it will get assembled.
So then after a number of revisions in both previous steps me would then have the master print made on a highly specialized very expensive 3D printer.
From the print they then have to make the injection molds. These are likely fairly complex multi-piece molds that need to be created along with the tooling for the injection molding machines.
Then depending on the complexity of the mold you have limitations on build volume due to not only size but process limitations but you then have to figure into the cost of production.
After you have your injection molding going I need produced a couple kids you then need to give them to your studio painters to assemble and paint probably a few which I'll takes a bit of time and resources then you have to have someone take a bunch of photographs of it and then that'll get sent over to the in-house graphic design team who will design the packaging and instruction materials
Now while all of this is going on you also have a team of people who are writing/expanding lore and creating playable stats and special rules. These rules also have to be play tested to a certain degree. You need this new model to be strong but not game breaking. Enough to get people buying it but just for the cool factor but the rules too.
Then you have to slide it into your existing launch of other products that you've been working on in conjunction with this plus do all the marketing so that people are excited about the new product.
Then you have the logistics.
This is likely years of work for a number of people not just a quick print money situation.

Also once you create the basic rig for a Primaris Space Marine it's pretty easy to modify that and come out with a whole line of stuff.

I don't know how long you've been in the hobby but I've been playing for upwards of 20 years and the company has changed a lot for the better.
After they blew up fantasy and remade it as AOS the company is clearly trying to update their model ranges but things take time and I don't think they want to do it in the same way.
Realistically we have updated models coming for almost every single faction every few months.
That's not to mention all of the various other games that they work on like, AoS, necromomunda, warcry, Warhammer Quest, aeronautica, etc.
