Everyone in 40k has a psychic link. What makes difference between a psyker and a non-psyker is the level of connection/psychic potential inside an individual
Kibellah can be a dormant psychic connection (which, when late-ascension means she has minimum psychic gifts.) or just enough for the Tarot

If a psyker doesnt awaken their psychic potential during a young age, when they do it late on their age it means they will have a weak connection anyways

The old Traitor Legions are still around, mostly fragmented into warbands which is the Chaos equivalent of a space marine chapter
Some are more co-operative of each other, like the Iron Warriors, Word Bearers and Death Guard which keeps the same legion formation they had during the Crusade and Heresy (there still a lot of warbands), but are more cohesive
The most fractured legion are the Night Lords which have more warbands than the Black Legion/Sons of Horus

The point of separating a legion into multiple chapters is because of the Heresy
Guilliman thinks giving so much power to any imperial faction can be bad and mean a new Heresy

It depends on the legion. Many of the warbands of the hydra are entirely self sufficient with recruiting worlds. Many are not.

Word bearers have homeworlds with large populations within the warp that are resource wise self sufficient but do raids for slaves specifically. But in theory they wouldnt have an issue if they stopped raiding and its more for religious reasons they continue to strike out.

I would be very surprised if no other chaos forces have self sufficient empires

Some chapters see it as holy text, even. But Guilliman wrote it to make into a "guide-book", don't have to follow everything there literally except the thousand astartes rule (a lot of chapters have a loop around dis)

there will always be Orkz, and the Greenskins are a good way to distract huge nid swarms, but it causes massive evolutionary increases at the cost of a near net-neutral biomass while the Waaagh increases in intensity; the last huge Hive Fleet vs. Waaagh had the Greenskins lose that fight.

The Horus Heresy novels are cool, but they also demystify a lot of the Imperium's heyday, and especially near the end of the series a lot of elements were introduced that, imo, lift too much of the veil of how things actually went down

But my biggest gripe with it is the narrowing of the timelines by introducing more and more characters that were around from that time into the current 40k setting
