Yes that is suppression and if you ask anyone in Vet chat they will say it is dumb and not something you should do and is only ever at best a bonus to you shooting and killing things normally

Enemies that can get affected by suppression get affected in different ways, allies dying near them will also cause suppression with different values depending on weapon and if it was a headshot or not
