Most of the enemies are shooting at them with normal sized bullets and lasguns, which flak/carapace armor can provide reasonable protection against. Turning what would be lethal into a wound. Even ork's tend to use 'normal' sized bullets... just a whole lot of them... a whole lot.

I actually used to have a Dark Mechanicus army. But the rule book for them was... outdated to say the least. I got some impressed looks by people that I even had it, they were the chaos dwarves of 40k for a while. Now they're actually extinct. You could dress up a army as Dark Mechanicus but it'll probably still have to use admech rules.

Regular space marines are tough but still get killed by normal dudes. Sometimes individual regular dudes.
