so Darktide used a centralized server for the mourningstar instances and lobbies, but when the game part starts, one play hosts and the others join it -- this is why sometimes a level can reset and host migration occurs. Space Marine II uses this, and Vermintide II was fully 1-host+3 clients and why if the host left the game migration occurred where another player was chosen as host.

I would surmise there's some form of polling algorithm that chooses, or whoever is the left-side. I don't know.
