The dog isn't a fully fledged standin for a teammate, but it does help a lot. Especially on the lower difficulties the dog is a very powerful sentry to have, and he scales very well as a unique class mechanic. It's not going to save you against the masses of enemies in the endgame modes and by then starts benefitting a lot from being effectively ordered around by the player, so there's some level of engagement to using it to its full potential.
