Ogryn's issue is the lack of toughness replenishment there is in his tree. He gets it for melee hits, bracing his gun, or taunting enemies with Loyal. Otherwise, the dude is relying on coherency to cap toughness before eating damage to HP.

If they rework ogryn it needs more toughness sources. That's the priority.
