They stack and the amount is dependent on the ability length of the CD. 30 second cooldown gets turned into 25, so at least a 5 second CD, dont trust a search engine ai. That adds up to several more uses of an ability per mission, and CDR talents make them even more effective. x3 4% cooldown reduction is an always take basically.

When leveling, best to keep materials for when you are max level (30) this weighs the shop to roll you higher rated weapons with better stat distributions. Use the weapons you get after beating a mission if you want better geared weapons
