They CAN spawn on lower difficulties but the chances are lower unless you're playing on specific maps where the game always spawns one in key locations.

And yeah pretty much. Basically just hope that the AI go to your buddy instead of you, get decent enough distance to not interfere but close enough to help should it come to that. If not just try to deal as much damage as you can and your buddy just either pull aggro and not deal any damage of his own.
