The new event has several things going on, but one of the main things seems to be that players get various buffs based on whether rations are being destroyed or recovered. It may be based on the tug-o-war global count. The buff for "destroy" is, maybe, double ranged weapon max ammo and infinite cleave for ranged weapons. For recover it's 25% attack speed, 25% reload speed, 1.25x dodge distance, 1.3x dodge distance, +2 stamina. But I haven't tried the event and don't know when and if they are active
