Its definitely a spaghetti classification 1000%, my thoughts on the HLoT is that having millions of planets under rule is extremely expensive and time consuming to manage, so giving them management over specific avenues is the way to go. But they all still answer to one dude, and if that dude says everyone has to wear gold undies and call him Seniorita, then that becomes the new defacto law. It is an interesting study though in how they evolved to try and manage that challenge
