Yep it's mostly due to the amount of stuff happening in high havocs casuing to to have so many issues. Outside of havoc it's very hard to get those types of problems. Unless more causals get into the high havoc FS isnt gonna put alot of effort into it. Which with the way havoc is atm that game mode is more or less on the back burner.
