Ugh fine let's have this conversation properly then. "The Imperium" isn't any single political system because of its vast size. The Emperor in 30k was definitely an imperialist, hence the... you know... name, but he doesn't actually rule the Imperium in 40k and the shots are called by the Council of Terra, who are in some ways elected or at least proclaimed in their positions as head of the various imperial Adepta. There's no functional monarch, since the God-Emperor is incapacitated. I would say it's some kind of theocratic feudal empire with strong fascist streaks seen in its militarisation, xenophobia, and so on. But sure it's not a fascist state in the usual, mundane sense. It's a galactic empire, there's no 1:1 comparison.
