The map patrolls spawn around your group for example if theres 2 groups of 2 there will allways be 2 patrolls around you.
The outpost one just walk around randomly and if you ever tried clearing the big nests at the end of the mission youll see what i mean the spawns just get crazy and they will call in breach after breach.
Thats how i remember it anyway might not be true anymore.
