I don't think the majority of you understand how the Imperium works. Terra doesn't hand down dictates or legislation. Every single planet or sector is autonomous aside from paying tithes and worship of the emperor, and even that worship can be different depending on local customs like sun worship with the sun representing the emperor. That's why there have been disputes and even civil wars between different factions within the imperium. They do not hold absolute authority.
