You can see the maximums a weapon can have after acquiring it, and people will usually spam buy from Brunt's Armory to get a weapon with the 'dump stat' they want, which will be the 60%. It's actually not that hard tbh.

If you're on a shared connection and using wifi then that may also be an issue, depending on your speeds.
