Comparing Zealots tree to Arbiters, is the same as comparing Old league characters to new League characters.

Some of the new ones, has more words in their passive alone, than most old charaters have, in their entire kit.

Also having 17 Passives in their passive.
A lot of the newer reworked Ogryn talents and Arbiter keystone-talents, etc, just has so much more to offer and so many small things, that it quickly ramps up and becomes insanely powerful compared to others.
