The thing is, the tithe has been noticed to be late or missing for a while now. Arbites are here to make sure it'll get back and running without delay and whilst doing so will dispense some will of the Lex to the less fortunate.
But what comes next if they fail to achieve that goal is not very clear, in some instances an invasion force is sent out in a situation in which it turns out the planet is lost but I don't think Darktide will go with that route just for narrative purposes. Whatever we get next is probably something else entirely, not linked to the lack of tithe

Moebian steel sounds like it is supposed to be stronger, and perhaps lighter. so maybe its surviving battles more, protecting trained crew longer and using less fuel. this times millions could have some crazy compounding effect where the amount of fuel they save, the slow down of replacing troops,allowing them to be used elsewhere and allowing more people to get trained by experience crews and having that constant armored pressure on the battlefield matter a lot or something
