That is, a twitching corpse so far gone it doesn't even realize it's long dead. There is no path forward, only the railing against the long, slow, painful dying of the light. To stave off the horrors of the galaxy for one more year, week, day, hour, second, because what the hell else are you gonna do? Give up?

And Cawl just kinda ruins that fundamentally by introducing forward progress and realistically plausible paths forward for the Imperium and mankind at large

it's a tonal and thematic disconnect that is extremely problematic for the setting narratively

I have nothing meaningful to base this on, but I'm expecting something like a ranged lightning explosion, conceptually smite but heavy damage rather than CC and possibly with some lingering arc damage in an area, a melee buff ability, like "you move and attack much faster, sprint costs no stamina, and dodge has no cooldown for several seconds", and a ranged gun focused ability, like soldier 76's ult in overwatch where you activate it and have auto aim that prioritizes specials then elites then chaff and can go to town.

And the blitzes are all different flavors of sending the servo skull out to do something, like one is to sic a specific target and distract them while harrying them from close range, one is to swoop to an area and blast anything in that area, and one is top hypercharge the skull so it's weapon does bonus arc damage and applies the debuff
