The way it's described is that applying arc to an enemy then chains damage to other enemies with the debuff. Which to me reads like a kind of damage share. You shoot one target, then shoot a second and the first target also takes some damage from it. Shoot a third and the first and second targets take damage, etc,etc

So I'm pretty sure the way the arc rifle will work is that you shoot enemies, and every time you hit an enemy, it does damage to that enemy and then also chains some damage to every other enemy you've hit with it in the last few seconds
