Chemdep is kind of just a bad keystone. Melee builds absolutely want Adrenaline, ranged builds absolutely want Vulture, and chem builds... Want Adrenaline or Vulture.
Those design goals need to be met somehow

The rocket launcher should of had an upgrade to change the ammo type from stock to fragmentation (basically shredder frag grenades on crack)

Kind of. Once you pull it out you have to aim it before you kin fire it. You can do this with your aim control, in which case once the reticle is tightened fully you can hit fire and it will go, or you can hipfire it, in which case about half a second of aiming activates (you can watch the reticle shrink)
its not something you can whip out and hipfire, you have to get a feel for when and where to use it and have it ready

Watching footage back, every time I've missed has been because I moved my aim before the rocket comes out because the delay threw me off. You have to stay on target and not rush things.

That would be nice, yeah. Regen one rocket every 90 seconds, but rocket damage and blast radius gets reduced by 30%. So you get a nerfed rocket that regens slowly.

Stimm supply doesn't process chem dependency. Using the stimm on yourself means stimm supply doesn't give everyone the stimm buff
If you use med ult, keystone gets no charges 😔

and what that ended up meaning was my pack did nothing except use my stimm

Time the spin, makes the shot more accurate and deadly at the end. Good for picking off priority targets at range or one tapping shotgunners if you can land crits.

I think the fact that critical bonus isn't working correctly on dual pistols is the biggest reason why they feel very awkward especially without lowering the spread by at least 30%
