Not really. The Palatine Enforcers are essentially a sanctioned and well equipped gang on Necromunda. They are only "law enforcement" because the House they are sponsored by is the ruling House of the planet.

House Helmawr just equips them with equipment patterns used by actual Law Enforcement to give the look
