You don't. It's just unlock them through the master menu if you have the points.

Once unlocked, you can apply that blessing to all weapons of the same "family". So getting T4 uncanny on one DS mk unlocks that blessing for all DS marks.

on a SG build with BCOB you're replenishing a significant amount of extra toughness ontop of base toughness replenishment per melee kill

some keystone stuff gives you extra toughness gen too
