the real answer is for some reason it does not look at "this attack costs 1 stamina to block, here's an appropriate amount of peril"
it actually checks for how much % of your total stamina an attack would take to block, and then generates peril based on that

so if you have a dueling sword and go from 2 stamina to 5 stamina, you more than double your blocking capacity with kinetic deflection too

it's sus to drop a 17% toughness curio for stam, however it is much less sus to drop a dmg perk on your melee weapon for a +2 stam
