So low warp res lets you use the special to quickly build a lot of peril

You can, in fact, build up and send off multiple full or half charged big slices during a single Scriers Gaze, but good luck if it costs 50% perils + the anim time.

And even at 60% warp res it's still pretty expensive, so it's not really hampering your ability to quickly build peril.
