Shriek damage is marginal compared to EP smite. It's there for BPs and to extend the cast.

Well first, the CC is too realiable and can ruin the experience for other players.
So make it like fantasy lightning and give it a random stagger between 1-100
There's also just a complete rework, make it melee focused.
Leave left click and make right click either a melee attack or like a zeus lightning bolt or something.
