Assail Blitz will carry you through the early levels, but I suggest getting comfortable in melee as soon as possible and learn the "dance" dodging, pushing, attacking. The sooner you get good at it the better. Don't upgrade weapons until you are max level, most staves are not great with low stats so use guns and assail as your ranged options at the start

Depends really, I have seen 2 toughness with 1 health, 2 health with 1 toughness, 2 toughness and 1 +3 stamina is what I use. I have seen one of each.
