I think at some point in development force staves went into the melee slot and psykers wielded pistols as their ranged weapon. Basing this on the fact that the force staff has a full melee move set as its special button, and the first cosmetic that released for psyker came with a staff and pistol skin.

Pretty much all weapons that have a melee attack as their special have a pointless special, because there is no way to make a melee special for a weapon that is balanced.

Either it's worse than your melee weapon, then why would you use it instead of just switching to your melee weapon, or it's better than your regular melee attack, in which case you would always use your gun to hit things unless you need to block.

It also has to be better than simply shooting the gun at point blank range, which means it would have to have a melee attack that is better than your melee weapon and actually shooting the ranged weapon.

So, there is actually no way to have a melee special on a ranged weapon that is useful without being too powerful.
