If I recall it right you need to do a maelstrom first in the mission board, and to start havoc you gotta be level 30.

It's for good reason. Overclock system bit them in the ass, Rogue Core's weapon system was made to finally add some new shit in that people could play with.

I think right now a lot of it just looks like DRG but with random stuff swapped with different mechanics but I expect that to change completely by the time 1.0 rolls around. Since the initial playtests it's seemed like it looked so much like DRG since they already have a proven foundation to work with, may as well use it to make a spinoff.
