Bacteria can't get far underneath the surface of beef (something about the density of the muscle fibers compared to pork, chicken, etc) so salting, searing, or just removing the surface of an intact cut that hasn't been left out long will effectively sterilize it. Then you can chop it fine with a knife (or use a meat grinder if you are very sure it's clean).

It's also seasoned with salt ofc, and usually also some combination of alcohol (dad always used whiskey), vinegar (in mustard), etc.
